Role of Traditional Leaders to be Ironed Out

The framework of regulations to harmonise the relationship between municipalities and traditional leaders will be proclaimed in the next few months.

Cooperative governance and traditional affairs minister Pravin Gordhan gave the assurance in reply to an answer in this regard in the national assembly.

He said the framework consisted of draft regulations and specific guidelines and the regulations dealt with:

•    the duties and responsibilities of traditional leaders who participate in the proceedings of the councils;
•    the roles of traditional leaders in municipal affairs;
•    the relationship between the councils and these leaders; and
•    a code of conduct.

About the guidelines he said that they sought to provide clarity on the processes to be followed for the purposes of identifying traditional leaders who may participate in the proceedings of municipal councils and furthermore provide uniformity in respect of the out of pocket expenses to be paid to participating leaders.

“The ultimate goal of this framework is to ensure uniformity across provinces for the purposes of the implementation of section 81 of the (Local Government :) Municipal Structures Act (of 1998)”, the minister said.
