Comment Sought on Draft Regulations on Code for Persons with Disabilities

Draft regulations on a code for persons with disabilities have been published for comment.

The Independent Communications Authority (ICASA) published the draft regulations in Government Gazette 41265.

The proposed regulations were first published for comment at the end of 2014.

According to ICASA, input from the earlier consultation process was taken into consideration and the draft regulations have been revised.

The proposed regulations are designed to prescribe a code for persons with disabilities to be adhered to by electronic communications service and broadcasting service licence holders.

The draft regulations contain detail on:

•    Basic standards for broadcasting service licensees;
•    Basic standards for electronic communications service licensees;
•    General requirements for communication and information provision to persons with disabilities;
•    Promotion of awareness and compliance;
•    Complaints processes for all categories of disability;
•    Compliance reporting; and
•    Contraventions and penalties.
