ICASA Seeks Annual Forecast of Licence Fees

The Independent Communications Authority (ICASA) has called for submissions of annual forecast of licence fees and Access Fund Contributions.

ICASA requires every Broadcasting Service (BS) and Electronic Communications Services (ECS) or Electronic Communications Network Services (ECNS) licensee to submit an annual forecast of licence fees and the universal Service and Access Fund contributions for the year under review.

The Universal Service and Access Fund contributions should be calculated in keeping with the Annual Turnover definition in the Electronic Communications Act’s Universal Service and Access Fund Regulations.

In their respective submissions, every BS licensee must specify the portion of the amount each will pay to the Media Development and Diversity Agency.

According to Notice 55 in Government Gazette 41442, every BS and ECS/ECNS must also submit the following with the above annual forecast and contributions:

•    A trial balance;
•    Detailed management accounts and reconciliations of the trial balance; and
•    A calculation of the forecast of the licence fees and Universal Service and Access Fund Contribution.

Every BS and ECS/ECNS licensee must submit the necessary documents on or before 30 April 2018. Failure to do so could lead to a fine of up to R1 000 000.
