Priority Markets in the Electronic Communications Sector Under the Spotlight

Comments have been invited on Priority Markets in the Electronic Communications Sector.

The Independent Communications Authority (ICASA) has published a Discussion Document in Notice 71 in Government Gazette 41446 as part of its inquiry to identify priority markets in the electronic communications sector.

The inquiry is conducted in four phases:

1.    Market study;
2.    Discussion document;
3.    Public hearings; and
4.    Findings document.

The purpose of the inquiry is to:

•    Identify markets and or market segments in the electronic communications sector that are susceptible to ex ante regulations; and
•    Determine which of these markets should be prioritized for market reviews and potential regulation in terms of the Electronic Communications Act.

ICASA invites stakeholders to make written representations on the Discussion Document within 45 working days from the date of publication of the notice.

Stakeholders must indicate whether they require an opportunity to make orals representations at future public hearings.
