Draft Policy on Home Education Drawn Up

The basic education department seeks comment on the Draft Policy on Home Education.

The Policy for the Registration of Learners for Home Education is to be amended in terms of the National Education Policy Act and the South African Schools Act.

The draft policy, published in Government Gazette 41256, seeks to, inter alia:

•    Protect, promote and ensure the rights of learners to basic education;
•    Recognize parents’ right to choose the kind of education for their children;
•    Repeal the policy for the registration of learners for home education;
•    Provide uniform and manageable procedures for home education in provinces.

Written comment is invited within 21 days of the date of publication.

Meanwhile, the Council for Quality Assurance in General and Further Education and Training (Umalusi) has called for comment on the Draft Policy for the Re-Issue of National Certificates.

The document seeks to provide guidelines for the re-issuing of a certificate where the information on the original certificate is not correct.

Certificates include the Senior Certificate, National Senior Certificate, National N3 Certificate and General Education and Training Certificate.

The draft policy specifies the required documents or evidence for re-issues within the specified timeframes and also describes the responsibility of the requesting assessment body to ensure full compliance of each request before submission to Umalusi for consideration.

A request for a re-issue will only be considered in cases where sufficient proof exists that one or more details on the certificate is incorrect and does not correspond with the true facts.

Comment is invited within 30 calendar days of the date of publication.
