Conditional Allocations on Human Settlements Grant Adjusted

Adjustments to provincial allocations in terms of the Division of Revenue Act have been published in Government Gazette 41407.

The adjustments deal with the stopping of conditional allocations and the re-allocation of stopped conditional allocations for the 2017/18 financial year.

The adjustments were contained in the Division of Revenue Amendment Act and refer to the human settlements development grant.

The transfer of funds to Gauteng (R150 million), Limpopo (R150 million) and North West (R300 million) have been stopped and funds to Eastern Cape (R100 million), KwaZulu -Natal (R200 million), Mpumalanga (R100 million), Northern Cape (R100 million) and Western Cape (R100 million) have been re-allocated.

Meanwhile, national treasury has announced that South Africa has come first out of 115 countries in the 2017 Open Budget Index (OBI) survey.

“The OBI survey assesses the availability of eight key budget documents in each of the 115 countries evaluated, and considers the comprehensiveness of data in these documents. It also examines the extent of effective oversight provided by legislatures, the independent fiscal institutions and the supreme audit institutions, and the opportunities available to the public to participate in national budget processes.”

Reference was made to the new online budget portal to be launched on 20 February 2018.
