The minister of justice and correctional services, Tshililo Michael Masutha, served as the deputy minister of science and technology during the final year of the previous administration. He has represented the African National Congress in parliament since 1999. Mr Masutha holds an LLB from the University of the Witwatersrand which he acquired in 1989. He served on a number of committees during his stint in parliament including justice, social development, the rules committee and constitutional review as well as chairperson of the joint standing committee on auditor-general. He was born with a visual impairment, and went to the Siloe School for the Blind, matriculating in 1984. He uses Braille and large print for reading. Mr Masutha is a member of the Northern Transvaal Association for the Blind, an affiliate of the Disabled People of South Africa.
