Background: 

Before being appointed in May 2009 as minister of rural development and land affairs, Gugile Ernest Nkwinti served ten years as member of the executive council (MEC) for local government and housing in the provincisal legislature of the Eastern Cape, where he has been a member since 1994. He also served five years as speaker of the house. A qualified psychiatric nurse, Nkwinti holds a BA in political science, public administration and applied economics from the University of South Africa (Unisa). Active in the United Democratic Front (UDF) as regional treasure and secretary prior to the unbanning of the ANC, he was a founder member of the education crisis committee in the then Transkei and Ciskei. Nkwinti has also served on the ANC’s provincial executive committee for the Eastern Cape.
