Mandisi Bongani Mabuto Mpahlwa was born on 21 August 1960 in Butterworth, today in the Eastern Cape. He received his secondary education at Bethel Seventh Day Adventist College. He obtained diplomas and attended courses in electrical technology, electrical engineering, economic principles, macro-economics and economic leadership in South Africa and abroad. In 2001 he obtained an MSc degree in financial economics from the University of London.

He worked for Norton Abrasives in Kempton Park in the early 1980s, before returning to the Eastern Cape to work in the family business. He was also employed by the Umtata Municipality as a trainee electrical engineering technician. In 1985 his political activities forced him into exile where he worked for the ANC. Upon his return to South Africa in 1990 he became involved in the negotiations at Codesa and also served in various capacities for the ANC in Transkei.

In 1994 he became a member of Parliament, and from 1997 to 1999 Mpahlwa served as the chairperson of the portfolio committee on finance. He was appointed as deputy minister of finance from 1999 to 2004, and then served as minister of trade and industry from 2004 to 2009.
