Background: 

Before his appointment in May 2009 as minister in the presidency responsible for the National Planning Commission, Trevor Andrew Manuel served as minister of finance for thirteen years. Prior to that, he was minister of trade and industry. A civil and structural engineering technician by training, Manuel was active in youth and community politics from an early age, eventually becoming regional secretary for the United Democratic Front (UDF) in the Western Cape in 1983. He was appointed publicity secretary for the ANC’s Western Cape region in 1991, and head of the ANC’s department of economic planning the following year. During his long tenure as minister of finance, Manuel played a prominent role in Group of Twenty (G20) discussions and at the World Economic Forum. He has also held key advisory positions in commissions and commmittees on development-related issues established by the United Nations (UN), the International Monetry Fund (IMF) and the World Bank.
