Background: 

Noluthando Mayende-Sibiya completed the Enrolled Nurse programme at the McCord School of Nursing in 1983 and was a midwifery graduate from the King Edward Memorial Hospital in 1985. She worked as a professional nurse at the Prince Mshiyeni Memorial Hospital from 1985 to 2007, when she also became the chief professional nurse.

In the mid-1980's Ms Mayende-Sibiya got involved with trade union activities. She joined the National Education, Health and Allied Workers' Union (NEHAWU) in 1988 and became the deputy president in 1998 and the president of the union in 2004. In 2007 she was elected to the ANC National Executive Committee, and in 2009 she became the minister of the new women, youth, children and people with disabilities department, a post that she held for a year and a half.
