DSD Briefs Parliament on 2018/19 Annual Performance Plan

Draft regulations on the Social Assistance Amendment Act are in the pipeline.

The social development department revealed this during a briefing in parliament on its 2018/19 Annual Performance Plan.

The proposed regulations will be promulgated in the current financial year.

The Social Assistance Amendment Bill was tabled in parliament in April 2018.

The bill seeks to amend the Social Assistance Act of 2004 so as to:

•    insert new definitions;
•    provide for additional payments linked to social grants;
•    provide for payment of benefits to a child-headed household;
•    provide for social relief of distress in the event of a disaster;
•    repeal the internal reconsideration process;
•    provide for an Independent Tribunal to consider appeals against decisions of the Agency;
•    provide for the establishment of the Inspectorate as a government component; and
•    provide for matters connected therewith.

A policy on mandatory cover for retirement, disability and survivor benefits will also be submitted to cabinet for approval in 2018/19.

A draft policy on voluntary inclusion of informal sector workers in social security will be placed before cabinet in 2018/19 for approval.

A draft policy on the universalisation of the child support grant was also under construction.

The White Paper on Social Welfare will be tabled before cabinet for approval in the current year.

Other legislation in the pipeline includes the Draft Social Service Practitioners Bill, Draft Victims Support Services Bill and Draft Victim Empowerment Support Services Bill.

Meanwhile, in a statement, the portfolio committee on social development gave a thumbs up to the department’s briefing.

In particular, the committee expressed happiness that the process to appoint senior management in the department and its entities was underway.
