Prior to his appointment as minister of Correctional Services he held the position of Minister of Transport from May 2009 - June 2012. Joel Sibusiso “Sbu” Ndebele served as premier of KwaZulu-Natal between 2004 and 2009. He became member of the executive council (MEC) for transport in the KwaZulu-Natal provincial government in 1994: a position he held for ten years. Active in student politics at the University of Zululand and the University of the North, Ndeble joined the underground movement of the ANC and was forced into exile in Swaziland in 1974. Three years later he was sentenced under the Terrorism Act to ten years imprisonment on Robben Island, where he completed his studies by correspondence through the University of South Africa (Unisa). Ndebele holds a BA in African and international politics, and a BA Honours in politics and development administration. Regional secretary for the ANC in southern Natal and KwaZulu-Natal between 1990 and 1996, he was elected to the ANC’s national executive committee in 1997. Ndebele played a key role in the KwaZulu-Natal peace process.
